Dans les pays pauvres l’état a souvent pris le leadership des ambitions de développement par la mise en oeuvre de plans centralisés et appuyés de l’extérieur. L’alternative serait de trouver les moyens de responsabiliser davantage les populations en faisant en sorte qu’elles puissent elles-mêmes financer et gérer leurs processus de développement à la base.
